Existem duas maneiras de utilizar o OpenCV. Um criar manualmente o OpenCV por você mesmo (Opção 1) e o outro está instalando o pacote opencv4.0 (Opção 2).&lt;br /&gt;

===== Instalar o desktop do Ubuntu =====&lt;br /&gt;

Para usar o OpenCV, uma área de trabalho do SO é necessária. Se o seu ROCK Pi 4 estiver rodando o Ubuntu, mas sem o desktop, você pode instalar o Ubuntu mate desktop.&lt;br /&gt;
&lt;br /&gt;
    $ sudo apt install ubuntu-mate-core &amp;amp;&amp;amp; sudo apt install ubuntu-mate-desktop&lt;br /&gt;

Requerimento:&lt;br /&gt;
    $ sudo apt-get update &amp;amp;&amp;amp; sudo apt-get upgrade&lt;br /&gt;
    $ sudo apt-get install build-essential&lt;br /&gt;
    $ sudo apt-get install cmake git libgtk2.0-dev pkg-config libavcodec-dev libavformat-dev libswscale-dev&lt;br /&gt;

Pacotes opcionais recomendados:&lt;br /&gt;
    $ sudo apt-get install python-dev python-numpy libtbb2 libtbb-dev libjpeg-dev libpng-dev libtiff-dev libdc1394-22-dev&lt;br /&gt;
    $ sudo apt install libgstreamer1.0-dev libgstreamer-plugins-base1.0-dev libavresample-dev&lt;br /&gt;
    $ sudo apt install tesseract-ocr cmake-data liblept5&lt;br /&gt;

Instale o pacote OpenCV:&lt;br /&gt;

    $ sudo apt-get install opencv4.0&lt;br /&gt;
